Nothing about a shipment moves until the bill of lading is right. It is the contract of carriage, the receipt for the goods, and, when it is negotiable, the document of title that says who owns the cargo. Get the house and master BOLs out of sync, misfile a switch bill, or wait on a couriered original, and the box sits at the terminal accruing demurrage. This comparison splits the tools that generate the document from the tools that move title on it, because most forwarders need both and buy them separately.
House BOL versus master BOL, and where software splits them
Every ocean forwarding file has at least two bills of lading. The carrier issues the master BOL to the forwarder or NVOCC. The forwarder issues the house BOL to the actual shipper. The consignee on the master is usually the destination agent; the consignee on the house is the real buyer.
Good software generates both from one shipment record so the cargo description, marks, weights, and container numbers match. When they do not match, customs and the carrier both flag it, and the fix is manual. CargoEZ, CargoWise, and Magaya all build the house and master from shared data. Lighter tools sometimes make you key the house BOL separately, which is where errors creep in.
For a co-load or console, the system also has to roll multiple house BOLs under one master and produce the manifest. Test that with a real console during any trial, not a single straight file.
Negotiable, straight, and sea waybill: what each form locks
A negotiable bill of lading, made out “to order,” is a document of title. Whoever holds the endorsed original controls the cargo, which is why letters of credit rely on it. Transfer of the paper, or the eBL, transfers the right to claim the goods.
A straight bill of lading names a specific consignee and is not negotiable. The named party takes delivery on identification, and in US trade a straight bill often does not need to be surrendered at destination. A sea waybill goes further: no document of title at all, release to the named consignee, and nothing to courier.
The software choice follows the instrument. If your book is mostly sea waybills and straight bills to named consignees, BOL generation inside a forwarding suite covers it. If you issue “to order” bills against LCs, you need a platform that can hold and endorse a negotiable original, which is WaveBL, Bolero, CargoDocs, or CargoX territory.
How electronic bill of lading title transfer works
A paper negotiable BOL works because there is exactly one original set and physical possession proves control. An eBL has to reproduce that with software: one authoritative version, a clear holder at every moment, and an auditable chain of endorsements.
Two models do this. WaveBL and CargoX use a distributed approach where the eBL moves peer to peer between parties, no central registry holding title. Bolero and CargoDocs use a legal rulebook that every bank and corporate signs, and the platform tracks the holder against that contract. Both are recognized under MLETR-based electronic transferable records law , which US states are progressively adopting.
The practical test is your counterparties. An eBL is only as useful as the consignee and bank at the other end being able to receive it. Run a live shipment to a real consignee before you commit to a fee model.
DCSA standards and carrier eBL coverage in 2026
The Digital Container Shipping Association publishes an eBL data standard so a bill issued on one platform can be read and transferred on another. The nine largest container carriers have committed to issuing 100 percent of original bills of lading electronically by 2030, and adoption is climbing each quarter.

The switch bill of lading and telex release workflow
A switch bill of lading is a second set issued to replace the first, usually to change the shipper shown, the notify party, or the port details. It is common in triangular trade where the trader does not want the origin supplier visible to the end buyer. The risk is that two live sets exist at once, so the first set must be fully surrendered before the switch set is released.
Software should enforce that surrender step and record it. CargoWise, CargoEZ, and Magaya all track the switch workflow; the eBL platforms handle it as an endorsement plus reissue, which removes the “are all originals accounted for” phone calls.
Telex release is the other shortcut. All originals are surrendered at origin, the origin office messages the destination office or carrier, and cargo is released at destination without paper. On an eBL platform, surrender and release are one action and near-instant. On a paper-plus-forwarding-suite setup, telex release is a manual message and a status flag, which is fine at low volume and painful at high volume.
