TL;DR
- CargoEZ: best for US freight forwarders and NVOCCs that want screening, classification, and customs filing inside their operations system. G2 rates it 4.8/5 across 40 reviews.
- Descartes Customs & Compliance Suite: best overall for denied-party and sanctions screening paired with ACE filing. Descartes Visual Compliance holds 4.3/5 on G2 across 15 reviews.
- SAP Global Trade Services: best for enterprises already running SAP ERP, with 4.1/5 on G2 across 28 reviews.
- e2open Global Trade Management: best for global manufacturers needing FTA qualification and classification at scale, though G2 sentiment sits at 3.5/5 across 45 reviews.
- Thomson Reuters ONESOURCE Global Trade: best for deep HTS classification and licensed trade content across many countries.
Customs compliance software covers four jobs that are often sold as one: denied-party and sanctions screening, HTS classification, free-trade-agreement qualification, and duty management including drawback and foreign-trade zones. Very few platforms are strong at all four. This comparison ranks ten tools used by US importers, exporters, and freight forwarders, separating the enterprise global trade management suites from the forwarder-embedded compliance modules and the screening specialists. It flags where each one leads, where trade-content quality quietly decides accuracy, and why the price you see in a demo is rarely the price on the contract.
What is customs compliance software?
Customs compliance software helps US importers, exporters, and freight forwarders meet Customs and Border Protection and export-control rules by automating four distinct jobs: screening trading partners against denied-party and sanctions lists, assigning HTS and Schedule B classification codes, qualifying goods for free-trade-agreement preferential duty rates, and managing duty spend through drawback, bonded warehouses, and foreign-trade zones.
Tools in this category range from enterprise global trade management suites such as SAP GTS, e2open, Thomson Reuters ONESOURCE, and Oracle GTM, to forwarder-embedded compliance modules such as CargoEZ and CargoWise, to screening and classification specialists. They differ most on trade-content quality, the number of country customs regimes covered, and whether US filing (ACE, ABI, AMS, ISF) is native or integrated.

How we chose these tools
This comparison is built from published product documentation, certified-filing status with US Customs and Border Protection, Gartner Peer Insights and G2 review samples read in August 2026, and vendor and third-party pricing references checked on the same date. Several enterprise global trade management suites carry little public review volume, so their assessment leans on documentation, analyst coverage, and Gartner Peer Insights rather than G2 counts, and that is stated per tool. The frame is US importers, exporters, and freight forwarders. Pure customs brokerage services, parcel tools, and shipper-only TMS suites are out of scope. Vendor blogs and vendor comparison pages were not used as neutral evidence.

Detailed reviews
CargoEZ
Compliance built into the forwarding file, not bolted on beside itWhat's great
- Denied-party and sanctions screening runs against the same shipment record used for quoting, booking, and documentation, so a screening hit stops the file before a booking goes out
- US customs filing is native in the platform, covering AMS, ISF, and customs entries, which removes the integration project that separate screening tools usually require
- Classification, screening, filing, rates, and multi-currency accounting sit under one login with 24/7 support and week-scale implementation
Watch-outs
- Screening list breadth and match-logic tuning are narrower than a dedicated screening product such as Descartes Visual Compliance
- No published pricing, so budgeting needs a sales call
- FTA qualification and bill-of-materials-level duty analysis are lighter than the enterprise GTM suites
CargoEZ, from AVOW Solutions, is the pick when the buyer is a freight forwarder or NVOCC rather than a corporate trade-compliance department. It carries 40 G2 reviews at 4.8/5, and the recurring theme is that operations staff adopt it quickly.
The compliance value is placement. Screening and customs filing happen inside the shipment file, not in a separate system that someone has to remember to check, and CargoEZ documents AMS, ISF, and customs modules in the same platform as air and ocean operations.
The trade-off is depth. If your risk is complex export-control licensing or bill-of-materials FTA qualification, a specialist suite does that better, and CargoEZ’s screening is solid rather than exhaustive.
Best for US forwarders and NVOCCs that want screening and filing where the shipment already lives. Wrong for manufacturers who need product-level classification and FTA solicitation at scale.

Descartes Customs & Compliance Suite
Screening list breadth and match tuning as the core productWhat's great
- Descartes Visual Compliance and MK Denial cover hundreds of restricted-party and sanctions lists with configurable fuzzy-match thresholds, batch and real-time screening, and audit-ready hit dispositioning
- ACE-enabled entry filing, ISF, and broker connectivity available from the same vendor, so screening and filing share one contract
- Trade content and classification tools plug into the wider Descartes logistics network for carrier and routing data later
Watch-outs
- The interface is repeatedly described as dated, with slow visual refresh across years of ownership
- Modular licensing means screening, trade content, and filing are separate line items that add up
- Day-to-day forwarding operations depth is thin, so forwarders usually pair it with an operations platform
Descartes is the category reference for denied-party and sanctions screening. Its Visual Compliance product holds 4.3/5 on G2 across 15 reviews , and Gartner Peer Insights coverage of Descartes trade compliance is consistently positive on screening accuracy.
The strength is match logic. You can tune fuzzy-match thresholds by list, disposition hits with a documented audit trail, and run both batch and transactional screening, which is what an export-compliance audit actually tests.
The weaknesses are familiar Descartes ones: an aging interface and modular pricing where screening, trade content , and filing are billed separately.
Best for US importers and exporters where a screening miss is the top risk. Wrong for a small forwarder wanting one affordable system for operations and compliance together.

SAP Global Trade Services
Trade compliance that lives inside the SAP transaction flowWhat's great
- Screening, classification, and export licensing block or release SAP sales and delivery documents in real time, so non-compliant orders never reach shipping
- Deep export-control coverage for EAR and ITAR, including license determination and license depletion tracking
- Preference management automates FTA bill-of-materials qualification and vendor solicitation at product scale
Watch-outs
- Implementation is a multi-quarter project that needs SAP consultants, and cost of ownership is high
- Value drops sharply if your ERP is not SAP, since much of the design assumes SAP master data
- US import filing typically needs a broker or a partner filer rather than native ABI in older deployments
SAP GTS is the default when the ERP is already SAP. On G2 it holds 4.1/5 across 28 reviews , and reviewers consistently praise the real-time document blocking and criticize the implementation effort.
The capability that justifies it is control at the point of transaction. A sales order that fails screening or lacks an export license is stopped before delivery, and SAP documents preference determination and license management as core modules.
The cost is a long deployment tied to SAP data models, so a non-SAP company rarely gets the payback.
Best for large enterprises running SAP ERP with real export-control exposure. Wrong for mid-market importers or any company on a different ERP.

e2open Global Trade Management
The former Amber Road suite for global manufacturersWhat's great
- Large licensed trade-content library covering HTS schedules, duty rates, and regulatory rules for more than 160 countries, maintained by e2open rather than the customer
- Strong FTA qualification with automated supplier solicitation and origin calculation for high-SKU manufacturers
- Combines screening, classification, FTA, and import and export declarations in one suite following the Amber Road acquisition
Watch-outs
- G2 sentiment is the weakest in this comparison at 3.5/5, with recurring complaints about support responsiveness and release quality
- Implementations are long and consultant-heavy
- Post-acquisition roadmap and support consistency are cited as uneven by reviewers
e2open GTM is built from the former Amber Road platform, and it targets manufacturers with global bills of materials. Its G2 profile sits at 3.5/5 across 45 reviews , the lowest here, with support quality the common theme.
What still recommends it is trade content and preference management. e2open maintains regulatory content for 160-plus countries , and its FTA solicitation and origin-calculation tools handle SKU counts that break spreadsheets.
The risk is service. Buyers should talk to reference customers about ticket turnaround and upgrade experience before signing.
Best for global manufacturers that need FTA qualification and classification at scale. Wrong for teams that value support responsiveness or want a quick deployment.

Thomson Reuters ONESOURCE Global Trade
Licensed trade content and classification as the anchorWhat's great
- Classification tooling backed by Thomson Reuters licensed tariff and regulatory content, with guided HTS and Schedule B workflows and documented rulings references
- Modular design lets a company adopt classification or screening first and add customs filing, FTZ, or drawback later
- Strong fit for corporate trade departments that already use Thomson Reuters tax and legal research products
Watch-outs
- Little independent review coverage for the trade module, so validation relies on analyst notes and references
- Content licensing is a separate and material cost on top of the software subscription
- Operations and forwarding features are absent, so it complements rather than replaces a forwarder system
ONESOURCE Global Trade is the classification-first option, anchored by Thomson Reuters trade content . Public review volume for the module is thin, so this ranking leans on documentation and Gartner Peer Insights coverage , which rates content quality well.
The draw is defensible HTS and Schedule B classification with rulings references and audit trails, which matters when Customs questions a code two years later.
The caveats are cost layering, since content is licensed separately, and the absence of any operations layer.
Best for US corporate trade teams that want classification accuracy backed by licensed content. Wrong for forwarders wanting screening and filing in their shipment file.

Oracle Global Trade Management
Trade compliance paired with Oracle OTM logisticsWhat's great
- Shares a data model and screen framework with Oracle Transportation Management, so trade compliance and freight execution run on one platform
- Handles restricted-party screening, product classification, license management, and trade-agreement qualification in one module
- Strong fit for companies standardizing on Oracle Cloud SCM and Fusion ERP
Watch-outs
- Value is tied to running Oracle OTM or Fusion; standalone deployments lose much of the integration benefit
- Implementation needs Oracle SCM consultants and a long timeline
- Trade content is often sourced from a third party rather than Oracle, adding a vendor to manage
Oracle GTM is the trade-compliance companion to Oracle Transportation Management. Standalone review data is limited, so this placement rests on Oracle documentation and Gartner Peer Insights coverage .
The logic is consolidation. If freight execution already runs on OTM, adding GTM keeps screening, classification, and license checks on the same platform and data.
Outside the Oracle stack the case weakens, and trade content usually comes from a partner.
Best for enterprises on Oracle Cloud SCM that want trade compliance beside logistics. Wrong for companies with no Oracle footprint.

WiseTech CargoWise (Customs)
Customs declarations across many countries in one databaseWhat's great
- Native customs declaration coverage for the US (ACE, ABI, ISF) plus 50-plus other country regimes on one data model
- Screening and compliance checks run inside the same file as forwarding and warehouse operations
- WiseTech Global scale funds continued customs-content and regime updates
Watch-outs
- Capterra sits at 2.9/5 with support scored near 1.9/5 by reviewers there, and the learning curve is steep
- Implementation typically runs 6 to 12 months with trained resources
- The December 2025 Value Pack repricing raised many customers' costs 20 to 50 percent
CargoWise treats customs as one module in a full forwarding platform. On G2 it holds 4.3/5 across 30 reviews , while Capterra is far harsher at 2.9/5 , where support draws the loudest complaints.
The capability is genuine: native declarations for the US and dozens of other countries on a single database, which is what multinational brokers need.
The cost is a multi-quarter build, a real training investment, and the 2025 repricing.
Best for global forwarders and brokers filing across many jurisdictions. Wrong for a US-only importer that just needs screening and classification.

CustomsCity
Lightweight certified US filing for AMS, ISF, ACE, and ACASWhat's great
- CBP-certified for air and ocean AMS, ISF, ACE eManifest, and ACAS, with a browser-based interface that needs no local install
- Entry price far below the enterprise suites, with subscription plus per-filing pricing that suits low and mid volumes
- Focused scope means fast setup, usually days rather than months
Watch-outs
- It is a filing tool, not a compliance platform, so denied-party screening, classification, and FTA qualification are not core
- Thin public review record, so validation relies on CBP certification and references
- Larger brokers will outgrow it for multi-country declarations and workflow depth
CustomsCity is the narrow, practical option for US electronic filing. It is CBP-certified across AMS, ISF, ACE, and ACAS , and its appeal is a browser-based tool that a small broker or forwarder can run without an IT project.
Public reviews are scarce, so the certification list and customer references carry the weight here.
What it does not do is screening, classification, or duty analysis, so it belongs beside a compliance tool rather than instead of one.
Best for small US forwarders and brokers that need certified filing cheaply. Wrong for anyone who needs screening and classification in the same system.

OCR Services (EASE Global Trade Management)
A lower-cost enterprise GTM alternative for US exporters and importersWhat's great
- Covers restricted-party screening, license determination, product classification, and AES export filing in one suite at a cost below SAP or e2open
- Long history with US Automated Export System reporting, so export documentation and filing are a strength
- Modular adoption path, so a company can start with screening or AES and expand
Watch-outs
- Smaller vendor with a lighter analyst and review footprint than the majors
- Import-side customs and FTZ features are less developed than the export side
- Trade content breadth for non-US regimes trails the large licensed-content vendors
OCR Services markets EASE as an enterprise global trade management suite without enterprise pricing. Independent reviews are limited, so this ranking rests on OCR product documentation and the vendor’s long involvement with US AES export reporting.
The strong side is export: screening, license checks, classification, and AES filing in one place, which fits US manufacturers and exporters well.
Import customs and FTZ depth is the weaker side, and non-US content trails the big licensed-content vendors.
Best for US exporters wanting a full compliance suite at mid-market cost. Wrong for import-heavy programs needing deep multi-country customs filing.

3CE Technologies
Automated HS and HTS classification as a focused serviceWhat's great
- Classification engine built on WCO Harmonized System logic that outputs country-specific HTS and Schedule B codes with reasoning references
- Available as an API, so it can feed classification into an existing ERP or GTM suite rather than replacing it
- Used by customs administrations and larger GTM vendors, which is a credibility signal for its ruleset
Watch-outs
- map[Single-purpose:no screening, no filing, no duty management]
- Best value comes from integration work, so it is not a turnkey compliance system
- Pricing and coverage need direct scoping since public detail is limited
3CE Technologies is a classification specialist rather than a compliance platform. Its engine maps product descriptions to HS and country-specific HTS codes and is used by customs authorities and other GTM vendors, which speaks to the ruleset quality.
It fits a company that has screening and filing handled but wants classification to be faster and more consistent, delivered by API into an existing system.
Outside that use case it does too little on its own to anchor a compliance program.
Best for teams adding automated HTS classification to an existing stack. Wrong for anyone needing an end-to-end compliance platform.

We evaluated more tools than the 10 you see above. These did not make the cut. Saying what we rejected, and why, is the editorial muscle most listicles skip.
- Descartes MacroPoint: Real-time visibility platform, not a customs or trade compliance tool; different Descartes product line
- Livingston International: Customs brokerage service rather than software a compliance team runs in-house
- Flexport: Digital forwarder with embedded customs brokerage, sold as a service and not a standalone compliance platform
- GTKonnect: Capable GTM suite but thin US analyst and review coverage; kept as an honorable mention
- QuestaWeb: Now folded into Thomson Reuters ONESOURCE; covered there rather than separately
- Magaya: Strong forwarding and WMS platform, but customs compliance breadth is narrower than the tools ranked here
Honorable mentions
Solid tools that did not crack the main list but are worth tracking, especially for niche use cases.
- GTKonnect: Cloud GTM covering screening, classification, FTA, and FTZ; worth a demo for mid-market importers wanting one suite
- Vigilant Global Trade Services: Screening and import compliance tooling from a firm with deep US customs advisory experience; good for audit-driven programs
- Amber Road legacy customers: If you already run Amber Road, e2open GTM is the migration path; budget for the support-quality gap reviewers report
What customs compliance software actually has to do
A single import can fail compliance in four unrelated ways. The consignee turns up on a sanctions list. The product carries the wrong HTS code and the duty rate is off. A claimed free-trade-agreement origin does not hold up. Or duty that could have been recovered through drawback or a foreign-trade zone is simply paid and forgotten.
Vendors sell these four jobs as one product. They are not one product. Screening is a name-matching problem. Classification is a content and rules problem. FTA qualification is a bill-of-materials math problem. Duty management is an accounting and program-election problem. Very few platforms are genuinely strong at all four, and the demo will not tell you which ones are.
This guide ranks ten tools US importers, exporters, and forwarders actually use, then breaks down the four capability areas so you can weight the one that carries your risk.
The four capability areas, and which tools lead each
Denied-party and sanctions screening. The specialist here is Descartes, through Visual Compliance and MK Denial. SAP GTS, e2open, Oracle GTM, and OCR Services all screen competently as part of a wider suite. CargoEZ and CargoWise screen inside the shipment file, which is convenient but less tunable.
HTS classification. Thomson Reuters ONESOURCE leads on licensed content and rulings references. e2open carries a large multi-country content library. 3CE Technologies automates classification as an API you feed into another system. SAP GTS and Oracle GTM classify well but often lean on third-party content.
FTA qualification. SAP GTS Trade Preference Management and e2open are the strongest, because both automate origin calculation and supplier solicitation across large bills of materials. ONESOURCE and Oracle GTM handle it. The forwarder-embedded tools treat it as a lighter feature.
Duty management. This means drawback, bonded warehouses, and foreign-trade zones. ONESOURCE and CargoWise have the deepest FTZ and drawback modules. SAP and Oracle cover it. Most other tools on this list touch it lightly or not at all.
Denied-party and sanctions screening: match logic is the whole game
Screening looks simple and is not. The hard part is fuzzy matching: catching “Ivan Petrov” when the list says “Petrov, I.”, catching transliteration variants, and doing it without burying your team in false positives on every third order.
Descartes earns its screening reputation because you can set match thresholds per list, screen in batch and in real time, and disposition every hit with an audit trail that survives an export-compliance review. That audit trail is what an assessor asks for first.
SAP GTS does something different and valuable: it blocks the SAP sales or delivery document at the moment of the transaction, so a flagged order never reaches the dock. e2open, Oracle GTM, and OCR Services screen well as suite features. CargoEZ and CargoWise fold screening into the file, which is fine for a forwarder but gives you fewer tuning controls than a dedicated engine.
If screening is your top risk, weight this heavily and test it with your own historical order file, including the near-miss names.
HTS classification and FTA qualification: where trade content quality shows
Classification accuracy is mostly a content question. The engine matters less than the tariff schedules, explanatory notes, and rulings behind it, and whether someone keeps that content current.
Thomson Reuters ONESOURCE is built around licensed content and gives classifiers guided workflows with rulings references, which makes a code defensible when Customs questions it later. e2open maintains regulatory content for more than 160 countries in-house. 3CE Technologies sells the classification engine itself, delivered by API, for teams that want to automate code assignment inside an ERP they already run.
FTA qualification is a different exercise. It is bill-of-materials math: rolling up component origins, applying the rule of origin, soliciting and storing supplier declarations, and re-running the calculation when a supplier changes. SAP GTS and e2open automate this at SKU counts that break spreadsheets. If you claim preferential duty rates on any volume, this is the capability to pressure-test, ideally with one of your real multi-level BOMs.
Duty management, drawback, and foreign-trade zones
The quiet money in trade compliance is duty you get back or defer. Drawback recovers duty on goods that are later exported. A foreign-trade zone defers or reduces duty on goods held or manufactured in the zone. A bonded warehouse defers duty until withdrawal.
These are program elections with real recordkeeping requirements, and the software has to track inventory at a line level to support a claim. Thomson Reuters ONESOURCE and CargoWise have the most developed FTZ and drawback modules on this list. SAP GTS and Oracle GTM cover the ground for their ERP bases.
Most of the other tools here do little with duty management. CargoEZ, CustomsCity, and 3CE are not where you run an FTZ. If duty recovery is a meaningful number for your business, it narrows the list quickly to the enterprise suites.
Pricing and implementation reality
Almost every tool here is quote-only, and the two published numbers are entry points. CustomsCity starts near $50 a month plus per-filing fees. Everything else is a custom quote shaped by user count, modules, country coverage, and trade-content licensing.
Content is the line item buyers miss. ONESOURCE, e2open, and Descartes license tariff and regulatory content separately from the software, and it is a material recurring cost. Ask for the all-in number including content before you compare vendors.
Implementation splits the field. CustomsCity and CargoEZ go live in days to weeks. SAP GTS, e2open, Oracle GTM, and CargoWise are 6-to-12-month projects that need specialist consultants, and CargoWise’s December 2025 Value Pack repricing pushed many existing bills up 20 to 50 percent, so talk to current customers about renewals.
Final pick by trade-compliance profile
- US freight forwarder or NVOCC: CargoEZ, for screening and AMS, ISF, and ACE filing inside the operations system, with week-scale setup.
- Importer or exporter where a screening miss is the top risk: Descartes Customs and Compliance Suite, for match tuning and audit-ready hit dispositioning.
- Enterprise already running SAP ERP: SAP Global Trade Services, for real-time document blocking and export-control depth.
- Global manufacturer needing FTA qualification at SKU scale: e2open, accepting the support-quality reports from reference customers.
- Corporate trade team focused on classification accuracy: Thomson Reuters ONESOURCE, for licensed content and rulings references.
- Company standardized on Oracle Cloud SCM: Oracle Global Trade Management, paired with Oracle Transportation Management.
- Multinational broker filing across many countries: WiseTech CargoWise, accepting the long build and the 2025 repricing.
- Small US broker that just needs certified filing: CustomsCity, alongside a separate screening or classification tool.
- US exporter wanting a full suite at mid-market cost: OCR Services EASE, strongest on the export and AES side.
- Team adding automated HTS classification to an existing stack: 3CE Technologies, delivered by API.

Frequently asked questions
What is the best customs compliance software for US freight forwarders?
CargoEZ, because screening and AMS, ISF, and ACE filing run inside the shipment file. G2 rates it 4.8/5 across 40 reviews.
Which tool is best for denied-party and sanctions screening?
Descartes Visual Compliance and MK Denial, for list breadth and tunable fuzzy-match thresholds. G2 rating is 4.3/5 across 15 reviews.
What does customs compliance software cost?
Mostly custom quotes. CustomsCity starts near $50/month plus per-filing fees; SAP GTS and e2open run into six figures a year with implementation.
Is SAP GTS worth it without SAP ERP?
Usually no. Much of its design assumes SAP master data, so non-SAP companies lose most of the integration value. G2 rates it 4.1/5.
Which software is best for HTS classification?
Thomson Reuters ONESOURCE for licensed content and rulings references, or 3CE Technologies for automated API classification into an existing system.
Which tool handles FTA qualification best?
SAP GTS Trade Preference Management and e2open, both automating bill-of-materials origin calculation and supplier solicitation at SKU scale.
Does customs compliance software file US entries directly?
CargoEZ, CargoWise, Descartes, and CustomsCity file US entries or manifests natively. SAP, e2open, and Oracle often use a partner filer.
What is duty management in this category?
Recovering or deferring duty through drawback, bonded warehouses, and foreign-trade zones. ONESOURCE and CargoWise have the deepest FTZ and drawback modules.
How long does implementation take?
CustomsCity and CargoEZ deploy in days to weeks. SAP GTS, e2open, Oracle GTM, and CargoWise typically run 6 to 12 months.
Do I need separate screening and classification tools?
Often yes. Many teams pair a filing tool like CustomsCity or CargoEZ with a screening or classification specialist such as Descartes or 3CE.
