TL;DR
- CargoEZ: best overall for US forwarders that want eAWB inside the operations file. It builds FWB and FHL from the house shipment, carries Cargo-IMP and Cargo-XML, and issues the air waybill without a separate portal. G2 rates it 4.8/5 across 40 reviews.
- CargoWise: best for global forwarders standardizing air messaging across many stations. Native Cargo-IMP and Cargo-XML plus ONE Record work in progress, though G2 sits at 4.3/5 and Capterra at 2.9/5.
- CHAMP Cargosystems: best pure messaging hub, the Traxon network that a large share of the industry already routes FWB and FHL through. Limited third-party review coverage.
- WebCargo by Freightos: best for tying eAWB to instant air booking with 60-plus airlines. Freightos holds 4.1/5 on Capterra across 28 reviews.
- Magaya: best for warehouse-heavy forwarders that also need air messaging. 4.4/5 on G2 across 309 reviews and the deepest US SMB base here.
An electronic air waybill is only as good as the message that reaches the airline and the percentage of your lanes where the carrier will accept it. These ten platforms are ranked for US air cargo forwarders on IATA Cargo-IMP and Cargo-XML messaging, ONE Record readiness, airline and station coverage, how cleanly they build FWB and FHL messages from a house file, and how they carry known-shipper and TSA security status. The pricing behind the custom quotes and the pick for your carrier mix and volume.
What is eAWB software?
eAWB software replaces the paper air waybill with structured electronic messages that the forwarder sends to the airline, covering the FWB (air waybill data) and FHL (house manifest) messages under IATA Cargo-IMP or the newer Cargo-XML and ONE Record standards.
Tools like CargoEZ, CargoWise, CHAMP Traxon, and WebCargo differ on how many airlines and stations they reach, whether messaging is native or routed through a hub, how they build FWB and FHL from a house file, and how they carry known-shipper and TSA security status.

How we chose these tools
The data source for this page is IATA e-AWB program documentation, published product capability pages, recurring themes across G2, Capterra and Gartner Peer Insights review samples read in August 2026, and vendor pricing pages or third-party pricing databases checked on the same date. Ratings and review counts were read from live product pages. Where a vendor is a messaging network rather than a reviewed SaaS product, that is stated and the rating fields are left blank rather than guessed. Scope is US air cargo forwarders and NVOCCs issuing house and master air waybills. Pure carrier-side departure control systems and ground-handling systems are out of scope. Vendor blogs and vendor comparison pages were not used as neutral evidence.

Detailed reviews
CargoEZ
Best overall for US forwarders that want the air waybill generated from the operations file, not a separate portalWhat's great
- FWB and FHL messages are built from the house shipment record, so the air waybill, the manifest, and the operations file stay in sync without re-keying
- Cargo-IMP and Cargo-XML messaging both supported, with the air waybill issued inside the same platform that runs quoting, booking, and the customer portal
- Known-shipper and TSA security status are carried on the shipment and flow into the message, which reduces rejected FWBs at US origin stations
Watch-outs
- G2 review base is small at 40 reviews, so third-party validation is thinner than CargoWise or Magaya
- Airline and station reach depends on routing through partner messaging networks rather than a proprietary global hub
- ONE Record support is described as in progress rather than in production, matching most of the category
CargoEZ, from AVOW Solutions, treats the electronic air waybill as an output of the shipment file rather than a task you do in a separate airline portal. Its 40 G2 reviews average 4.8/5, and the recurring notes are fast onboarding and operations staff picking it up without training.
For a US forwarder the practical value is that the FWB and FHL are generated from the same record that holds the booking, the rates and the house bills, and that known-shipper and TSA status travel with it. That cuts the common failure mode where a message is rejected because security data was entered late or in the wrong field.
The trade-offs are a shorter public track record and airline reach that leans on partner networks such as Traxon and Descartes rather than a hub CargoEZ owns. Pricing is quote-only.
Best for small to mid-size US air forwarders that want eAWB, operations and customs in one system. Wrong for a carrier or a GSA that needs departure-control-grade messaging.

CargoWise
Best for global forwarders standardizing air messaging and station operations on one data modelWhat's great
- Native Cargo-IMP and Cargo-XML messaging built into the same platform that runs air operations, customs, and warehouse across many countries
- Broad airline and station coverage from a single connection, with FWB, FHL, FSU status and FMA acknowledgements handled in one queue
- WiseTech Global funds continued investment, including ONE Record development
Watch-outs
- Capterra rating sits at 2.9/5 with support scored around 1.9/5 by reviewers there
- Implementation typically runs 6 to 12 months and needs trained internal resources
- The December 2025 Value Pack pricing change raised many customers' costs 20 to 50 percent
CargoWise, from WiseTech Global, is what large forwarders standardize on when air files move through dozens of origin and transit stations and the messaging cannot vary by branch. On G2 it holds 4.3/5 across 35 reviews ; Capterra is harder at 2.9/5 , where support and pricing opacity draw the loudest complaints.
The messaging itself is not in question. Cargo-IMP and Cargo-XML are native, status messages such as FSU are tracked against the file, and one carrier connection covers a wide airline list. ONE Record is on the roadmap rather than in production.
The cost is a multi-quarter implementation, real training, and the 2025 repricing that pushed many bills up sharply.
Best for global forwarders with the resources to run a long deployment and the air volume to justify it. Wrong for a US-only shop under a few hundred air shipments a month.

CHAMP Cargosystems
The messaging hub most of the industry already routes FWB and FHL throughWhat's great
- Traxon is one of the two dominant community messaging networks in air cargo, so most airlines you fly are already reachable without new bilateral setup
- Handles Cargo-IMP and Cargo-XML, FWB, FHL, FSU and house-level messaging, and offers eAWBLink for forwarders without a message-capable TMS
- Long track record as an IATA e-AWB enabler, with ONE Record connectivity work underway through its newer platform components
Watch-outs
- It is a messaging and integration layer, not a forwarding operations or accounting system, so you still need a TMS behind it
- Pricing is transaction-weighted, which needs modeling against your monthly message volume
- Public review and satisfaction data is thin, so reference calls matter more here than usual
CHAMP Cargosystems runs Traxon, which along with Descartes is one of the two networks that carry the bulk of the world’s air cargo messages. If your forwarding system can build an FWB, CHAMP is often how it reaches the airline.
For a forwarder without a message-capable TMS, eAWBLink is a lighter path: enter or upload the air waybill data and CHAMP formats and delivers the FWB and FHL. Status messages such as FSU come back through the same channel.
What you do not get is the shipment file, the customs entry or the ledger, so CHAMP sits behind or beside CargoEZ, Magaya or GoFreight rather than replacing them. Public satisfaction data is limited, so weight reference checks.
Best for forwarders that want the widest airline reach and already have or plan a TMS. Wrong as a single system of record.

WebCargo by Freightos
Best for tying the electronic air waybill to instant capacity booking with the carrierWhat's great
- Instant electronic air booking with 60-plus airlines, with the eAWB flowing from the same booking rather than being re-entered afterwards
- Freightos carries the largest review base in this set, at 389 on G2 at 4.3/5, and rates plus schedules sit alongside the messaging
- Used by over 4,000 forwarders for air rate management, so the eAWB is part of a workflow reviewers already run daily
Watch-outs
- It is a rate, booking and messaging layer, not a forwarding operations or accounting system
- Airline eAWB coverage tracks the carriers live on WebCargo eBooking, which is wide but not universal
- Support is praised on some channels and called slow on others
WebCargo, part of Freightos, is where a lot of forwarders now do air booking, and the electronic air waybill comes along with the booking rather than as a second step. Freightos holds 4.1/5 on Capterra across 28 reviews and 4.3/5 on Capterra .
Because the rate, the allotment and the FWB data all originate in one place, the re-keying that causes message errors mostly goes away. Coverage follows the airlines live on WebCargo eBooking, which spans the major carriers on US lanes.
What it does not do is manage the house file, customs or the ledger, so it runs on top of an operations system.
Best for forwarders whose air workflow starts with rate and capacity search. Wrong as a standalone system of record.

Descartes
Best for forwarders that want air messaging from the same vendor handling customs and network servicesWhat's great
- The Descartes Air Messaging Gateway and Electronic Air Waybill service run on one of the two large community networks, so airline reach is broad from a single connection
- Cargo-IMP and Cargo-XML supported, with FWB, FHL and status messaging tied into the wider Descartes customs and logistics network
- Better support scores than CargoWise in head-to-head G2 comparisons
Watch-outs
- The forwarding interface is repeatedly described as aging
- The messaging product is licensed separately from the Forwarder Enterprise suite, so pricing is layered
- Day-to-day forwarding operations are thinner than the all-in-one suites, so many buyers pair it
Descartes reaches airlines through its Global Logistics Network, the other large community messaging hub alongside CHAMP Traxon. Its Forwarder Enterprise Suite carries 4.2/5 on G2 across roughly 30 reviews , and comparison reviews credit better support than CargoWise while noting the same dated interface.
The Air Messaging Gateway handles Cargo-IMP and Cargo-XML, builds and delivers FWB and FHL, and returns FSU status, all connected to the customs and screening tools Descartes is known for. That single-vendor story is the reason to pick it.
The cost is layered licensing and forwarding operations that are shallower than Magaya or CargoEZ, so buyers often run Descartes for messaging and compliance next to another ops tool.
Best for enterprise forwarders already on Descartes for customs. Wrong for a small forwarder wanting one affordable all-in-one.

Kale Logistics Solutions
Best for forwarders working through airport cargo communities and terminal portalsWhat's great
- Runs cargo community systems at multiple airports, so its eAWB and message handling connect directly into terminal and ground-handler workflows
- Handles Cargo-IMP, Cargo-XML and is active in ONE Record pilots, with FWB, FHL and pre-alert messaging in one forwarder portal
- Strong fit for forwarders that already interact with a Kale-powered airport community portal in the US or abroad
Watch-outs
- Thin independent review coverage, so satisfaction is hard to benchmark
- Deployment and value are strongest where a Kale community system already exists at your gateway
- India-headquartered vendor, so US forwarders should confirm support hours during a trial
Kale Logistics is best known for the cargo community systems that sit at airports, connecting forwarders, ground handlers, customs and terminals on one portal. Its forwarder-facing tools issue the electronic air waybill into that same connected environment.
Messaging covers Cargo-IMP and Cargo-XML, FWB and FHL, plus pre-alerts and delivery-order flows, and Kale has been active in ONE Record pilots. The strongest case is a forwarder whose gateway already runs a Kale community portal, because the eAWB then lands where the handler picks it up.
Independent review data is limited and the vendor is India-based, so pressure-test US support hours and airline coverage on your specific lanes.
Best for forwarders plugged into airport community systems. Wrong for a small forwarder wanting a self-contained US TMS.

Magaya Supply Chain
Best for warehouse-heavy US forwarders that also need air messaging in the same systemWhat's great
- Largest US SMB install base in this comparison, with 290 G2 reviews at 4.4/5 and strong marks for document and message generation
- Builds the FWB and FHL from the house shipment, with the air waybill, warehouse receipt and customs record in one file
- Named a Leader in nine G2 Winter 2026 grid reports across supply chain and logistics categories
Watch-outs
- Airline reach depends on routing through a messaging network rather than a Magaya-owned hub
- Parts of the interface still feel dated to reviewers
- Modular pricing adds up as you switch on WMS, customs and CRM
Magaya is the default for a US small-to-mid air forwarder that also moves freight through a warehouse. Its 290 G2 reviews at 4.4/5 are the deepest track record here, and the vendor was named a Leader in nine G2 Winter 2026 grids .
The electronic air waybill is generated from the same house file that holds the warehouse receipt and the customs data, and reviewers consistently praise how fast it produces house bills and manifests. FWB and FHL go out through an integrated messaging network.
The softer spots, per Capterra , are an aging interface in places and modular pricing that climbs with each added component.
Best for US forwarders with warehouse operations who want one vendor. Wrong for forwarders that need the widest airline hub on day one.

GoFreight
Best for US mid-market air forwarders that want a modern cloud interfaceWhat's great
- Highest aggregate satisfaction in the category, with 4.8/5 on G2 across 92 reviews and a US-built product aimed at forwarders
- Air module builds the FWB and FHL from the shipment, with eAWB submission and status tracking in a cloud interface reviewers call quick to learn
- Mid-market pricing is published as per-user tiers with implementation often bundled, unusual for this category
Watch-outs
- Airline coverage relies on integrated messaging partners rather than a proprietary hub
- Exact tier pricing is still gated behind a sales call
- A younger platform, so very large multi-station global forwarders can outgrow it
GoFreight is the cloud-native choice for a US air forwarder that finds the legacy suites heavy. Its 88 G2 reviews average 4.8/5, the highest in this set, and SelectHub’s profile echoes the same points: modern interface, shipment-based accounting, short implementation.
The air workflow builds the FWB and FHL from the file and submits the eAWB through messaging partners, with status coming back against the shipment. Pricing is more transparent than most, reported around $100 to $400 per user per month with onboarding often included.
Where it gives ground is the breadth of airline connections and multi-station depth, which is CargoWise and Descartes territory.
Best for US mid-market air forwarders that want to be live in under two months. Wrong for multinationals running many origin stations.

Logitude World
Best for small forwarders that want low-cost eAWB without a hub-scale contractWhat's great
- 4.6/5 on G2 across 94 reviews and 4.5/5 on Capterra, strong for a small vendor, with published pricing from about $25 per user per month
- Air forwarding workflow generates the air waybill and the FHL house manifest, with eAWB submission through an integrated messaging service
- Reviewers report productive use within two to three weeks
Watch-outs
- Airline coverage and message monitoring are lighter than the network-backed tools
- Reviewers note missing accounting reports and that API integrations cost extra
- Limited fit for enterprise or multi-station forwarders
Logitude World is the budget entry point for a small forwarder replacing spreadsheets and email chains. It pairs a 4.6/5 G2 score across 94 reviews with a 4.5/5 on Capterra .
The air workflow covers quoting, booking, the air waybill and the FHL house manifest, with eAWB submission handled through an integrated messaging service, and published pricing starts near $25 per user per month.
The limits are real: airline reach and message monitoring are thinner than CHAMP or Descartes, several accounting reports are missing, and API connections are billed separately.
Best for small US air forwarders that value low cost and fast setup. Wrong for anyone needing wide airline coverage or heavy message-exception handling.

Riege Scope
Best for air-focused forwarders that want a purpose-built cargo file with tight messagingWhat's great
- Built by an air-cargo-first vendor, with the air waybill, FWB, FHL and status messaging treated as core rather than an add-on module
- Long-standing IATA e-AWB participation and clean handling of message acknowledgements and rejections
- Used by air-heavy forwarders in the US and Europe, with a modern browser interface
Watch-outs
- Smaller US footprint and thin public review data
- Ocean and domestic modules are less of a focus than air
- Pricing is quote-only with no published tiers
Riege Scope comes from a vendor that has always led with air cargo, and it shows in how the electronic air waybill is handled. The FWB and FHL, the FSU status updates and the acknowledgement and rejection handling are first-class parts of the file, not a bolt-on.
Riege has participated in the IATA e-AWB program for years, and air-focused forwarders in the US and Europe run it as their system of record. The interface is modern and browser-based.
The caveats are a smaller US presence than GoFreight or Magaya, thin public review data, and quote-only pricing.
Best for air-specialist forwarders that want messaging depth in the core product. Wrong for a forwarder whose volume is mostly ocean or domestic.

Tools we considered but excluded
We evaluated more tools than the 10 you see above. These did not make the cut. Saying what we rejected, and why, is the editorial muscle most listicles skip.
- IATA ONE Record: A data-sharing standard and API specification, not a software product a forwarder buys; the vendors above implement it to varying degrees
- Awery ERP: Capable air cargo ERP with eAWB, but its US forwarder footprint and independent US review coverage are thin
- Rotate: Air cargo commercial and capacity tools aimed mainly at airlines and GSAs rather than forwarder eAWB issuance
- IBS Software iCargo: Carrier-side cargo management platform for airlines, not a forwarder-facing eAWB tool
- Cargobase: Freight sourcing and spot-quote platform for shippers; no forwarder air waybill issuance
- Shipthis: Modern white-label forwarding platform with eAWB features but only one G2 review, so cross-platform validation is too thin to rank
Honorable mentions
Solid tools that did not crack the main list but are worth tracking, especially for niche use cases.
- Awery ERP: Worth a demo for air-charter and general air cargo forwarders that want eAWB inside an aviation-native ERP; watch the US review base grow
- Shipthis: Modern AI-assisted forwarding platform with air waybill automation and a customizable portal; revisit as its review coverage matures
- Neurored: Salesforce-native TMS expanding ONE Record and eAWB connectivity through a CHAMP partnership; interesting for Salesforce-based forwarders
Where e-AWB stands in 2026, and why the software choice is not cosmetic
Paper air waybills are the exception now, not the rule. IATA’s multilateral agreement removed the paperwork barrier, and most major carriers on US lanes expect an electronic message by default.
The catch is that “we do e-AWB” hides a wide range of quality. One tool builds a clean FWB from your house file in a click. Another makes you re-key half the fields into an airline portal.
The gap that costs money is message rejections. A malformed FWB, a missing security status, or a house manifest that does not tie to the master gets bounced, and now someone is on the phone with the station while the flight fills up.
So the real evaluation is not whether a tool supports e-AWB. It is how the message gets built, how wide the airline reach is, and what happens when a message fails.
The e-AWB software field at a glance
The ten tools split into three groups, and the group you buy from should match whether you already have a forwarding system.
All-in-one forwarding platforms with e-AWB inside. CargoEZ, CargoWise, Magaya, GoFreight, Logitude and Riege Scope run the shipment file and generate the FWB and FHL from it. For a forwarder that wants one system of record, start here.
Community messaging networks. CHAMP Cargosystems (Traxon) and Descartes (Global Logistics Network) are the two hubs that most of the industry’s air cargo messages travel through. Nearly every TMS above routes through one of them. Buy a network directly if you want the widest airline reach or you lack a message-capable TMS.
Booking-led layers. WebCargo by Freightos starts from rate and capacity search and carries the e-AWB out of the booking. It sits on top of an operations system rather than replacing it.
Kale Logistics is a fourth case: its value is strongest where your gateway already runs a Kale airport community portal, because the e-AWB then lands where the ground handler works.
What actually drives e-AWB penetration on your lanes
Penetration is not a vendor statistic. It is the share of your own tonnage where the carrier at that origin station will take the electronic message clean.
Carrier and station, not just carrier. An airline can be live for e-AWB at JFK and paper-only at a smaller station. Ask the vendor to show acceptance by station for the airports you actually ship from.
Route through a network with reach. If your tool connects to CHAMP Traxon or Descartes GLN, your effective airline list is the network’s list. Tools with a proprietary or narrow connection reach fewer carriers.
Security data completeness. US origin FWBs get rejected when known-shipper or TSA screening status is missing or in the wrong field. Tools that carry that status on the shipment and map it into the message push penetration up without any carrier change.
House-to-master integrity. For consolidations, the FHL has to tie to the FWB exactly. Tools that build both from the same file rarely break this. Tools that need separate entry do.
FWB and FHL generation, the detail that trips forwarders
The FWB is the electronic air waybill for the master. The FHL is the electronic house manifest for the consol underneath it. Both have to be right, and they have to agree.
Weak tools treat these as forms. You open the FWB screen, type the pieces, weight, nature of goods, charges and routing, then open the FHL screen and re-enter the house waybills. Every manual entry is a rejection waiting to happen.
Strong tools derive both messages from the shipment file. The master data, the house waybills, the rates and the security status are already captured during booking and operations, so the FWB and FHL are generated, checked against IATA rules, and sent.
In a trial, take one real consolidation with at least three house bills. Generate the FWB and FHL, send them to a test queue, and count how many fields you had to touch by hand. Then force an error, a bad weight or a missing screening code, and see whether the tool catches it before the airline does.
Known-shipper, TSA status and message exceptions
US air cargo security data is where e-AWB workflows most often fail, and it is the part demos skip.
Every FWB out of a US origin needs the shipper’s security status and the screening method carried correctly. If your software stores that on the customer or the shipment and maps it into the message automatically, rejections drop. If an operator has to remember to add it per shipment, they will forget.
Message exceptions are the other half. When an airline sends back an error or a rejection acknowledgement, the tool should surface it against the shipment with a plain description, not bury it in a log. Ask to see the exception queue during the trial and how a rejected FWB gets corrected and resent.
For forwarders routing through CHAMP or Descartes, this monitoring is generally stronger because message handling is the core product. Lighter TMS tools vary.
Final pick by air cargo profile
- Small US air forwarder, under 20 users, wants one system: CargoEZ for e-AWB, operations and customs together, or Logitude if budget is the hard limit.
- US mid-market air forwarder wanting a modern cloud tool: GoFreight, for the 4.8/5 G2 record and published per-user pricing.
- Warehouse-heavy US forwarder: Magaya, for the deepest US SMB base and the air waybill built from the same file as the warehouse receipt.
- Global forwarder across many origin stations: CargoWise, accepting the long implementation and the 2025 repricing.
- Widest airline reach or no message-capable TMS: CHAMP Cargosystems, using eAWBLink or Traxon messaging behind your ops tool.
- Already on Descartes for customs: the Descartes Air Messaging Gateway, to keep messaging and compliance with one vendor.
- Air workflow that starts with rate and capacity search: WebCargo by Freightos, with the e-AWB carried out of the booking.
- Forwarder plugged into a Kale airport community portal: Kale Logistics, so the e-AWB lands where the ground handler works.
- Air-specialist forwarder wanting messaging depth in the core product: Riege Scope.

Frequently asked questions
What is the best eAWB software for US air cargo forwarders?
CargoEZ ranks first here for building FWB and FHL from the operations file and issuing the air waybill in one system. G2 rates it 4.8/5.
What is the difference between FWB and FHL messages?
FWB carries the air waybill data for the master shipment. FHL carries the house manifest listing consolidated house waybills under that master.
Do I need Cargo-XML or is Cargo-IMP still fine?
Both are accepted in 2026, but IATA is phasing toward Cargo-XML and ONE Record. Pick software that supports Cargo-XML natively today.
What is ONE Record and is it required yet?
ONE Record is IATA's data-sharing standard, preferred since January 2026 but not mandatory. Most forwarder tools list it as in progress.
Which eAWB tool reaches the most airlines?
The community networks, CHAMP Traxon and Descartes GLN, reach the widest airline list. Most TMS tools route messages through one of them.
How much does eAWB software cost?
Most vendors quote custom pricing. Logitude publishes from about $25/user/mo and GoFreight mid-market tiers run about $100 to $400/user/mo.
Can I file an eAWB without a TMS?
Yes. CHAMP eAWBLink and similar portals let you key or upload air waybill data and deliver the FWB and FHL without a full forwarding system.
How does eAWB software handle known-shipper and TSA status?
Better tools carry the security status on the shipment and pass it into the message, which cuts FWB rejections at US origin stations.
Is CargoWise worth it just for eAWB?
Usually only if you already run CargoWise for operations. Setup runs 6 to 12 months and Capterra rates it 2.9/5. Standalone messaging is cheaper elsewhere.
What is the IATA Multilateral e-AWB Agreement?
A single IATA agreement (MeA) that lets a forwarder do e-AWB with every participating airline without signing bilateral deals. All ten tools here support it.
