Shipper, broker, and forwarder TMS are not the same buy
The three groups score differently on the things that matter, so compare within your group first.
Shipper TMS. The deciding factor is the optimization engine. How well does it consolidate orders, build multi-stop routes, pick modes, and model cost against service at your volume. Oracle leads on raw depth, Blue Yonder and Manhattan are close when you already run their planning or warehouse products, and 3Gtms and Shipwell bring most of the capability to the mid-market without the year-long project.
Broker and 3PL TMS. The deciding factors are carrier sourcing, covering speed, settlement, and margin visibility. Descartes Aljex has the deepest brokerage workflow and the largest review base, MercuryGate is built for running many shipper clients in one instance, Turvo adds shared records across partners, and McLeod brings a full general ledger for shops that want the books in the same system.
Forwarder TMS. The deciding factors are file structure, customs filing, documentation, and multi-currency billing. CargoEZ covers all four with AMS and ISF built in. There is almost no published pricing in this category, so treat every figure here as a range from third-party sources.
Enterprise shipper suites. Oracle, Blue Yonder, Manhattan, and e2open contract as annual cloud subscriptions that commonly reach six figures once implementation services, integration, and optimization modules are counted. Broker and 3PL tools. Descartes Aljex and Turvo price per user, MercuryGate prices on volume and modules, and McLeod uses a license plus per-seat model. These land well below the enterprise shipper suites but still require a sales call for a real number.
Modules stack the bill. Optimization, freight audit and pay, a capacity network, and visibility are usually separate line items. Price the configuration you will actually run, not the entry quote.

The optimization engine is the thing to test
For a shipper, this is the section that decides the purchase, and it is the one demos gloss over.
Load your real order file. Bring a week of actual orders, not a clean sample. Run the optimizer and check whether the loads it builds match what an experienced planner would build, and where it goes wrong.
Test mode and carrier selection. Give it your rate data and lane constraints and see whether it picks the mode and carrier you would pick, and whether it explains why.
Check consolidation and continuous moves. If you have multi-stop or backhaul opportunity, confirm the engine finds it. This is where Oracle and Blue Yonder separate from lighter tools.
Measure the run. Time how long optimization takes on your volume, and whether planners can override results without breaking the plan.
For brokers, swap this test for covering speed: how fast can a rep source, rate, and cover a load, and how many screens does it take.
What to run through a TMS proof of concept
Do not evaluate the vendor’s demo environment. Evaluate your freight, your carriers, and your back office.
One, run a real shipment or load end to end. Take an actual order or load from entry through tender or covering to tracking to freight settlement. Count the clicks and the manual re-keying.
Two, connect one carrier and one system. Stand up a live EDI or API link to a real carrier and to your ERP or accounting system during the trial. Integration is where TMS projects slip, and roadmap promises are not evidence.
Three, process a freight bill. Audit a real carrier invoice against the rated cost, flag the discrepancy, and push the approved amount to payment. Confirm whether it posts to a ledger or exports.
Four, if you file customs, file a test entry. Forwarders and NVOCCs should file a test AMS and ISF and check how corrections and rejections are handled. CargoEZ covers this natively.
Five, give a customer or partner the portal. Invite a real shipper or carrier to track and pull documents. Their reaction predicts adoption more than any feature list.

Vendor consolidation is now part of the evaluation. Descartes acquired 3Gtms and owns Aljex and MacroPoint, Alpega merged three products into one, and e2open grew by acquisition. Parent-company roadmap and support integration belong in your scoring alongside features.
Optimization is moving down-market. Capabilities that needed Oracle five years ago now show up in 3Gtms and Shipwell at mid-market price points. A shipper under a few thousand loads a year has real options that do not require a year-long project.
Visibility is bundling into the TMS. Aljex includes MacroPoint, Shipwell and Turvo build tracking in, and buyers are less willing to sign a separate visibility contract. The standalone visibility platforms are responding by moving toward execution.
